Article 4 conditions that an enterprise must meet to obtain a production license for special labor protection articles:

(I) the enterprise must hold a business license issued by the administrative department for Industry and commerce, and the products produced by the enterprise must conform to the business license

(II) the local (provincial, municipal) labor department shall organize relevant units to conduct a preliminary examination of the necessary conditions of the application enterprise. (V) if the enterprise applying for the production license of special labor protection articles has any objection to the conclusion of on-site examination or the result of product confirmation, it can put forward opinions in writing to the licensing office, which is the rigid room of consumer demand manifestation, according to the affiliation, and the licensing office will deal with it within one month after receiving the letter
